B市の社会福祉課も、「当市で生活をしていた証明があれば、住民票がなくても認めている。その後は市外、県外に避難しても義捐金は振り込まれます」と説明する。どさくさの中では“偽被災者”を調べる余裕がないのはやむを得ないところだろう。

Aさんに下りたのは「大規模半壊世帯」の認定。B市の規定では数回に分けて75万円を受け取ることができる。

申請が認められるや、Aさんは千葉行きのバスに乗せられた。

「こうした義捐金の騙し取りは阪神大震災や北海道南西沖地震の時にヤクザが編み出した方法で、配分は暴力団が半分、残りを顔役や“出し子”のホームレスが分け合う。申請する口座は暴力団が管理し、それぞれの取り分を口座に振り込むというパターンが多い」
